Housing continues to be the most active area, mainly due to sharp growth of challenges to refusals, the old reliable in Commercial, Transport and Energy still feature but at a much lower rate

Across the Board and in hot areas, developer/landowner judicial review was sharply up with public/NGO activity significantly down

An Coimisiún Pleanála saw a more modest decrease in JR activity, down only 4% but this was due to very large increases in developer litigation

There were 23% fewer judicial reviews and 5% fewer enforcement cases in 2025 compared with 2024

Overall there were 19% fewer new planning and environment cases compared to 2024 which was the first year of the Planning and Environment Court which formally opened in December 2023

Over the 19 years Ireland has had a derogation from the nitrates directive we have backed ourselves in to a corner. Which now leaves us having productive and economically viable farms or cleaner rivers and lakes, but not both.
