On average, the figure reports **roughly three times more STEM Ph.D.s leaving in 2025 than in 2024**, and **11 times more losses than gains** when departures are compared with hires in 2025. Particularly steep percentage increases in departures appear at **NOAA**, the **Environmental Protection Agency**, and the **U.S. Forest Service**, even though these agencies are smaller than NIH.
