Are power levels, like EDH, without qualifying what power level a card is good or bad, its generalized. Whats great in exhibition level edh vs high power or cedh are usually different. With 470+ formats, qualifiers are needed in the discussion (imo).

Unless the qualifier is "bad in x format", theyre usually talking about it overall. I see it mostly from fellow commander players. And even then, more then one power level exists and thats not being considered in the opinion of "bad" or "good" card mostly of the time.

If youre going to complain about "bad cards", then you have to play more then one format first. If you have no knowledge outside of 1 format, you cannot reasonably have an opinion on the overall "good" or "bad" value of a card.
