If we're talking total consumption I think West Coast plus Hawaii has a shot.

Per capita Cali and Oregon drink more than Michigan, Illinois and Indiana, and Cali is about as big as region Six by itself. The total West Coast then would have about 15-ish more million people to make up the diff.
