You have one good project in Oakland. It can become a model for more, but NIMBY is our biggest problem in Sacramento city. People in rich areas object to projects in areas where they don't live claiming they have to "look" at them, horrors!

Mayor Karen Bass has a similar initiative on housing focusing on adaptive reuse of existing buildings (cheaper than new) with fast permitting to provide 100% affordable housing, PERMANENT housing. Also streamlining new projects. She's not waiting for Sacramento. She's DOING it.
