A reminder: ICE and CBP already have a separate pool of funding they can draw on that they received from the OBBB.

Here is the full statement:
DeLauro introduced a bill today to fully fund every agency under the DHS except for ICE and CBP.
“If Republican leadership blocks this legislation from moving forward, they are responsible for any shuttered agencies, furloughed workers, missed paychecks, or reduced services," she said.
"They’ve sent us a bunch of talking points. It appears that they are just stalling for time, maybe hoping that the public moves on to something else," Sen. Chris Murphy told reporters. "That’s not gonna happen.”

DeLauro's statement comes after Sen. Chris Van Hollen mentioned the same possibility on Wednesday.
“If they are not willing to engage in meaningful reform at least we should break out other parts of DHS for separate votes … Coast Guard, TSA,” Van Hollen told TPM.
Earlier this week, I reported that some Dems were considering breaking out parts of the DHS funding bill (like TSA, FEMA & Coast Guard) and funding them while negotiations on ICE and CBP continue.
Now House Approps Comm Ranking Member Rosa DeLauro is also saying she would support that.
Congress has a behemoth task ahead of them: negotiate and pass ICE reforms that Dems and at least some GOPers will support — & Trump will sign into law — in less than 2 weeks.

Lindsey Graham is holding up the Dem-White House deal over DHS funding bc of a provision that repeals a law allowing senators to receive cash payouts if their phone records were seized during Jack Smith’s investigation.

TPM has previously reported on the Trump White House’s repeated threats to challenge the ICA in court and try out so-called “pocket rescissions,” to rescind congressionally approved funds without permission from Congress.

Outstanding article on the upcoming government funding fight from @emineirmakyucel.bsky.social, who is quickly becoming my go-to on approps and budget reporting.
Quotes from me, Devin O’Connor at @centeronbudget.bsky.social, and Chuck Kieffer (former long time Senate Approps Dem staff director).
Thank you!!
Dems could decide they want to stand up to the ongoing impoundment by the Trump admin and refuse to vote for legislation unless the White House guarantees that funds will be distributed as appropriated.

Looming over the whole rescissions process is the White House’s repeated threat to challenge the Impoundment Control Act in court and to try out a maneuver officials have repeatedly previewed: so-called “pocket rescissions.”

On Medicaid, at least, it appears that the Senate finance panel is recommending changes that go further than what key Senate Republicans have said publicly they’re comfortable with.

Trump’s rescission package narrowly passed in the House in a largely party line 214-212 vote, with all Democrats and four Republicans voting to reject the measure.

Neither party is eager to talk about the impact of the “One Big Beautiful Bill Act” in this way — Democrats prefer to focus on the effect the bill will have on Americans, while Republicans have downplayed the ways in which the legislation will upend the status quo.
One thing is clear: GOP leaders have their work cut out for them. And in a few key cases, senators might soon find themselves caught between what Trump demands of them, and what’s good for their reelection prospects.
The massive reconciliation package got a makeover on Wednesday largely to appease the far-right members who were threatening to sink the bill. Notably, leadership made substantial changes to the Medicaid portion of the bill overnight.
