Sadly I think it means the same it did on the Cass review, where they excluded 97% of the studies (across 10 reviews, 547 full-text screenings resulted in just 17 studies included). This is (verbatim) what Helen Joyce of Sex Matters said previously, it's clear they want to stop ALL transitioning.

Rowldemort blocked me on twitter when I asked about the hypocrisy of her novels and her claim to be protecting women. For instance, she filled the HP novels with references to folklore. Therefore it's pretty impossible that she was unaware of the folklore surrounding centaurs gang raping women in the forest. Ask yourself why she wrote that Umbridge was carried off into the forest by centaurs, and why she had Hermione lead Umbridge to the centaurs, and later implied that Hermione felt justified that Umbridge deserved what happened to her. Let's not forget that Rowldemort has repeatedly stated that she is basically Hermione.

There is a pattern of male characters attacking females in the female bathrooms. Moaning Myrtle was killed by Tom Riddle in the girls bathroom (flashback in HPATCOS), and Hermione was attacked by a male troll in the girls bathroom (HPATPS). But notice how differently Rowling portrays Moaning Myrtle fawning over Harry in the bathtub, and even went into the bathwater in HPATGOF to see Harry naked. Rowling wrote that female students can freely enter the boys dorms, but if a male student tried to enter the girls dorm, the stairs turn into a slide. A repeating pattern of girls behaviour that if boys did it, she'd be outraged.

And that brings us to Amortentia, the love potion that makes someone fall madly in love with you. Introduced in HPATHBP, Amortentia is the strongest love potion in the HP universe, causing an intense, dangerous obsession or infatuation / force attraction rather than true love. So basically, the person receiving Amortentia loses all ability to control their emotion / attraction. It removes their consent essentially. It's a magical date rape potion. Slughorn introduces this potion to his students, and even offers it as a prize in one of his classes.

Not only did Rowling have her students obtain this date-rape potion, she also wrote that it was sold in a joke shop, Weasley's Wizard Wheezes. She even goes one step further and uses it as a comedic device after Ron eats the spiked chocolates intended for Harry. Its all fun and jokes when females use it on males, but can you imagine of Harry or Ron used it on female students?! Voldemort's mother Verope Gaunt used Amortentia on the muggle Tom Riddle Snr. Rowling even wrote that Voldemort is incapable of love because he was conceived via the use of a love potion. His mother used it to rape his father. How did Rowling respond to my questions? She blocked me.
