In Spain, there is a 25% reduction in money available for universities to do research in the new budget.

Ive tried Libre Office. I understand the Austrian government is using it. Its okay at this point. MS office is still by far better in terms of ease of use, and features available.

By the time the problem is upon us, the solutions are costly and unpleasant.
