I also didn't mean to suggest that the contemporary Royal Navy was a paragon of meritocracy. My impression is that there is a century long process of slow and uneven change in most European armies and navies where old practices are pretty durable
Thanks for that nuance. It may have appeared that I meant to imply that the French army of Napoleon was as corrupt as Ancien Regime armies. It probably was still much more meritocratic, but I wanted to point out that Napoleon was not the one who should take credit for that 1/2
Of course, that wasn't Napoleon's idea, but he profited from the policy. Also, historians of Napoleon's army noted that under his leadership, systems of patronage made a comeback
