Starting from a black primer I go in thin layers using all pro acryl paints Black Blue -> dark blue -> Blue. If you want a more extreme highlight I would recomend dark turquoise mixed with blue in a 50/50. Looking back on it you could skip the black blue if you want a bit more contrast.
