In my opinion, anyone claiming the Israel has the right to occupy lands in the Middle East because of the covenant with Abraham is denying Christ.

I had one voter who used his sex offender ID to vote. It was a state issued photo ID, so it was acceptable. I did check with the election board and he still couldn't vote because he was on parole. People with a felony conviction can vote once their custodial sentence and parole are completed.
I'm an election worker too. I Oklahoma, a person with an ID like you describe would be allowed to fill out a provisional ballot. It would then be up to the county election board to decide whether on or not to count the vote.
