Gateway Line AND the Arts District Station. LA is in dire need of transit, active transportation infrastructure, parks, and housing, and building new transit lines in this way can help us get all of that. I really, *really* hope the Nithya Raman campaign seriously considers 11/12

EIFDs can also help bridge the funding shortfall on Sepulveda, allow us to build the Vermont Line without any Measure M money, and (as argued by a white paper I'm working on now), get us a line on Venice and Pico. There's already a study for a DTLA one to get us Phase 2 of the Southeast 10/12

Koretz killed. These things sound like magic - let projects fund themselves without a single tax increase - but they actually work! And with a dearth of federal funding and rising costs meaning that sales tax funding isn't cutting it for a lot of projects lately, they're a solution that can not 8/12

SB79. But they can potentially raise SO much money that some of that can be used to fund complementary projects surrounding the line. For K North, the two that immediately come to mind are San Vicente Park and Uplift Melrose, the traffic calming/bike lane/storm drain project that Paul 7/12

refined. EIFDs in CA can legally be used for anything accomplishing broad environmental goals. The trick is you need projects that will substantially raise property values, especially by catalyzing new higher-density development. Transit projects are uniquely suited to this, particularly after 6/12

was *before* SB79 passed, which upzones areas around transit in CA, which means that any transit project will inherently unlocked even *more* future property tax revenue. K North, for reference, is $14.8B for an insanely overengineered version that should come down in price once the design is 5/12

You may be thinking, "Okay, but that can't actually raise ALL that much money, right?" Well, WeHo conducted an EIFD study for K North using intentionally conservative estimates and found that if all three of WeHo, LA City, and LA County participated, it would raise over $22 BILLION. And this 4/12

An EIFD (Enhanced Infrastructure Financing District) uses future increased property tax revenue (without raising rates) to fund a project now that would *cause* those increases. So if we have a transit project, like K North (which will likely be funded this way) that we know will make an area 2/12
