DC loves its historic neighborhoods. Its permitting system wouldnβt allow them today
One need only look at the history of Dupont Circle to see how painfully difficult it would be to repeat its success under todayβs rules. Those rules donβt protect neighborhoods. Instead, they protect ...
Think sales tax: "A single curbside parking space, roughly 20 feet long, can support 2 dining tables seating about 8 people total. If each diner spends a modest $30 and tables turn twice per evening, that space generates roughly $480 per night, or about $144,000 per year in gross restaurant revenue"

Donald Terner, architect of Inclusionary Zoning on IZ::
"Local gov. offers the developer incentives to make [IZ] economically feasible. Without greater density, government loans, land write downs or parking regulation waivers, inclusionary zoning was "well-intended nonsense."

Excellent framing from @mattmahansj.bsky.social on going beyond zoning reform: "we need to reduce housing codes that increase costs without making us safer."
And "we need to reduce unfunded inclusionary zoning mandates," citing 20-30% of total dev costs are in impact fees.

In 1989 there was buzz behind creating a "Bicycle Freeway" in Westwood that even Mayor Bradley endorsed. It proposed 17-foot-high elevated "veloways" crossing Wilshire & the 405 into Brentwood & Sawtelle. Cost: $7 million. LADOT said it would infringe on street/fwy improvements.
