Confusion might be from ”technology neutral”, which means there that SMRs, traditional large plants, gen4 stuff should be handled similarly under this same legislation.
Not that it should be same as for renewable energy.
Where do you find the statement that building SMRs would require same processes as RE plants?

I think there are many false interpretations going on, especially due to bureaucratic language these are often written in.
IF someone puts up the money and effort to create the ecosystem, THEN they become easier investment for customers. There’s the cost barrier up front. (Like in all industry, I guess)
Same goes with e.g. nuclear shipping. Individual ships, why not, when someone has built the infrastructure.
Trying to find ways to keep OPEX down is why I was claiming that fleet operation model and relying on operator of existing large NPPs would be the way to go. Small SMRs can’t operate with the logic of stand-alone power plants.
Pilot plant is a bit misleading term. It’s a thermal hydraulic test system to test the key safety system (and potentially something else; I’m not involved). But a plant it is not.
But that’s a perfect name.
