Don't blame him for speaking the truth.
He leaned into the dictators thing pretty hard, which sort of took his eye off the ball (food, architecture). As much as I enjoyed them, they were noticeably less focused than earlier work.

It covers all manner of sin, doesn't it? You could have a 'managed' system that was generous, welcoming, and transparant. You could also have a 'managed' system of internment camps.
I'm not hype on that phrasing, though I understand why that word was chosen.
Not just at the Guardian though I think it's worse there for several reasons, many professionals born in the 60s/70s operate by equal parts anxiety and entitlement (unlike their precedessors or progeny). They shimmied up the greasy pole, expected deference, received criticism, and can't handle it.
