NEW: A federal judge today temporarily paused the Education Department's layoffs of nearly everyone in its special ed division.
Judge Susan Illston in the Northern District of California issued the ruling, which applies to thousands of other RIFs, too.

"It's very much ready, fire, aim on most of these programs," she said. "It has a human cost ... that cannot be tolerated."
She said the evidence suggests that OMB has "taken advantage of the lapse in government spending and government functioning to assume that all bets are off."
Illston blasted the federal government's actions as "arbitrary and capricious," criticizing the many errors she said have been identified in the layoff process over the last few days.
HHS, for instance, acknowledged in a court filing that the agency had mistakenly fired more than 900 staffers.
NEW: In a court hearing in California happening now, District Judge Susan Illston said she's likely to temporarily pause the mass layoffs of more than 4,000 federal employees that the White House started Friday.
"What's being done here is both illegal and is an excess of authority," she said.
