In our latest policy paper, Filip Ilanković from the Hungarian Institute of International Affairs analyses the drivers of negative public opinion trends in EU–Serbia relations and offers concrete recommendations to rebuild trust and restore credibility in the enlargement process.
Serbia has been on the path toward EU membership for two decades, yet public opinion in the country remains highly divided over support for this process.
Hosted by the State Ministry of Baden‑Württemberg together with the Bulgarian EUSDR Presidency, the event gathered more than 520 participants from politics, diplomacy, administration, and civil society across the region.

Beyond the panels, they also connected with researchers from leading institutions, including the Institute for European Politics (IEP), the Global Public Policy Institute, the German Council on Foreign Relations (DGAP), and the German Institute for International and Security Affairs (SWP).
The event was opened by German Chancellor Friedrich Merz and welcomed almost 170 partner organizations for its fourth edition.
Last week, Sebastian Schäffer and Sophia Beiter took part in the one-day conference and organized the panel "When Ukraine and Moldova Are Ready but Europe Is Not: Why Enlargement Needs EU Citizens" in cooperation with KAS Moldova.
