Wise words from James as ever. Particularly on the language required to do this work and communicate it to a variety of different audiences
Few planners would argue that it was the only problem (non I’ve worked with) and stripping out capacity and capability in complexes systems which are priorities through outsourcing gets you nowhere, whatever policy framework you chose
Though planning is also under resourced and outsourcing of public services as a successful strategy is…well..contested let’s say
