the 'solution' to time wasting is always going to be elusive, but change to each half being 30 minutes of ball-in-play might work
A big stopwatch counts off the seconds, pausing each time the ball stops for free kicks, throw-ins, injuries etc and there's no argument about how much time gets added on

Went and saw the lovely Jason perform this (authorised) story at the Hop Sun Taproom in Haywards Heath a couple of weeks ago and it really does bring the comic to life convincingly (having talked with Pat Mills about pronunciations and accents)

40 years ago today we first opened our doors, at our inaugural site on Great Russell Street, opposite the British Museum. Originally dealing predominantly in back-issues, we’ve grown to host all aspects of the culture of comics, weathered the tumult of the industry and settled in to 1 Berwick St.
You don’t find many scousers in any walk of life who have any affection for London anyway. Meet them away from Merseyside and all they do is bang on about how great their home town is. It’s sweet to be so proud of their roots but they often express it by putting others down
