The final costs will likely be hidden, because Council also inflated the OPD's budget with salaries for 60 police positions OPD had no hope of creating. Knowing that this was millions in overbudgeting that would then be used to hide heinous overtime abuses.

The report is alarming all by itself anyway. Halfway through the Fiscal Year, which is the most recent data available, OPD has burned through 75% of its OT budget and will almost certainly overspend it by at least $16 MM.

Public Safety Committee Chair Charlene Wang evaded any oversight on overtime scandal revealed by Oaklandside. She allowed City to present its regular OT report to Finance instead of a drilled down one on abuse in her own committee. Current report w/no info about individual abuses

The public will have to find out some time late next week what's on the agenda for what should have been a regular city council meeting on 3/17, but was cancelled and re-scheduled as a special meeting on 3/16. This has been a constant feature of Jenkins tenure

It technically is correct...City has still not signed its direct contract with Flock, so the actual contract is in CHP's name, but with Oakland in nominal control of the details and usage

Hope I'm not stating what you already know, but Oakland's Flock started out under CHP, with an MOU between OPD and CHP and Flock that Oakland would have usage and its own use policy. Council authorized a direct contract in December...still not executed

Confirmed with Oak-spox today that Oakland has still not executed a contract with Flock, nearly three months after receiving Council authorization to do so. To secure authorization, OPD argued that OPD would lose Flock services if no contract was signed by early January

I will say in my defense that it was the City's construction of what it was doing "excluding from the exclusion, including in the exclusion" is what made it pretty hard to follow. As chagrined as I am, the City needs to endeavor to make these reports readable
