This is the problem (which I'm not blaming the journalists for!). I can get nearly a whole newspaper subscription for the price of one substack!
(I admit that I don't know details of the Google-university deals that let them digitize the books in the first place, I just know that for a number of years I could search Googlebooks and see pages and page #s, and then that got taken away)
I'm happy to just blame Google here and not universities: I think every day about how individuals lost access to already scanned books in GoogleBooks years ago, yet Google got to train their AI on them.
