Pressure on transitioning away from fossil fuels and halting deforestation needs to be higher at the next COPs. #Counterinstitutionalization necessary - such as the adoption of a #FossilFuelNonProliferationTreaty.
New 2-year work program on #climatefinance agreed upon, but no scale up of actual disbursed #climatefinance to be expected any time soon.
#EU (especially #Germany) characterized by #hubris: lobbying internationally for a fossil fuel roadmap while expanding gas capacities domestically.
None of the great powers acting as #climateleaders. US (not present with a delegation) and oil-producing states act as obstructionist. China still talks as it did in the 1990s, and has not been in the spotlight for an accelerated transition.
Positive outcome: Decision to develop a " #JustTransitionMechanism " (big win for civil society groups) - but much work remains to promote an ambitious just transition both globally and domestically
Contrary to Brazil's stated intentions in 2024, the COP in the Amazon was not a “ #natureCOP ” and thus a missed opportunity to advance the integration of #climate and #biodiversity issues within the UNFCCC.
The" #GlobalImplementationAccelerator " and " #BelémMissionto1.5 " remain unspecified and voluntary. Good to see Colombia, together with the Netherlands, to host the #ConferenceontheJustTransitionAwayfromFossilFuels” in April 2026.
The #roadmaps on ending #deforestation and #transitioningawayfromfossilfuels died along the way. They are expected to be advanced as voluntary initiatives, but past voluntary initiatives have not delivered either (e.g., the 2021 #GlasgowLeadersDeclarationonForestsandLandUse).
The bitter truth is that the outcomes of the Belém COP are highly disappointing and not in line with the challenge of staying within #1.5°C or at least #2°C #globalwarming.
Once again no meaningful follow-up on the #GlobalStocktake.

This research provides insights into the complex dynamics of international norm negotiations between proposers and counter-proposers in the context of the rise of the Global South.
This increased the resonance of these two norms with the Indian government’s domestic norms, political economy beliefs, international funding desire and collective identity needs.
By exporting domestic norm interpretations that merged with other norm interpretations from Global North and South countries, the Indian delegation reshaped two international norms at the 2007 Bali Conference that target developing countries’ mitigation efforts and climate action in forests.
Applying this lens to climate politics, I use triangulated data (incl. expert interviews) to identify domestic factors that explain the Indian government’s behavior.
Abstract:
Recent scholarship highlights Global South countries not only as norm-takers or localizers but also as norm-makers. Contributing to this shift, I conceptualize why these countries contest and lobby for alternative norm interpretations in international negotiations.
