Oh, ye definitely. As a modder myself, im torn between always doing project on thw newest version , opposed to the most popular one. Imo the 2 main versions are 1.20.1 and 1.21.1 iirc, with a few outliers.

The post below is Eight talking about exactly that fact. And ye while in some cases it may be useful , in others its a pain to work around

From what ive seen. for now 1.20.1 one will be the main version, until big mods like create/quark etc update to 1.21. And then backport mods will become a new popular genre.
