It’s very normal for asylum seekers to be detained at the border, then released and placed in removal proceedings. That’s standard (not to say it’s good). They then apply for asylum in front of the judge. What’s not normal is DHS re-arresting, for no reason, ppl who were previously released.
They're doing this for everyone (unfortunately)

I’m an immigration attorney who travelled internationally and returned in May. I took the precautions advised by the ACLU but had no problems at the border, they scanned my passport and let me in.
