There is a competitive imbalance that has been created by large market money, but it is magnified by the majority (!) of teams willingness to not try and rely on tv revenue and people's willingness to go watch a game even if teams suck.

There needs to be a complete retooling of salary if mlb implements a salary cap. Minimum there needs to be a salary floor, incentives need to be put in place for teams that make the playoffs or maybe punishments for teams that don't make it at once every x number of years.
