And Blue Origin was the best choice to be the second partner after SpaceX. If it wasn’t BO it would have been Boeing or ULA or one of the other existence launch providers which have not shown the ability to innovate cost effectively.

To be frank, the need for redundancy and two options is a major reason why Starliner hasn’t been canceled. Despite how badly Boeing has managed that product, the government needs them to solve it and starting over with another company would cost too much time and money.

The reason is the government can not be dependent on a single launch provider. Due to the importance of space for national security they require redundancy in access to space. No matter what they would have two launch providers.
