Living in SF, an ebike allowed a car-free commute option (publhc transit would have meant 80 minutes to commute 3.5 miles and there were massive hills on the walk route). Here in inner NE PDX, not needed - excellent transit, reasonable hills = regular ol' 7 speed bike is ok.

1. Car-free options for hilly and/or pooly planned (regular distance travel required for basic life needs) cities with inadequate public transport.
2. Same for people elsewhere who have mobility challenges that make walking and/or public transit access difficult or impossible.
