Putting a hospital and a school in former military buildings adjacent to a Navy base is obviously a bad idea, some responsibility must lie with that choice.
But someone is going to have to explain what they thought was in that building, and why they thought it was worth the risk.
Two strikes on a building which has been a school for years--they had street-view cameras showing kids getting dropped off. Say what you will about the US military; they hit their targets.
Intelligence heads must roll for this.
