But Indiana? That one’s real. You can’t catch fish with your bare hands. Indiana Code § 14-22-9-1. Not a meme. Not a myth. A statute. And that’s the point.

Laws aren’t magic. They’re paperwork.
And if no one updates the paperwork… it just sits there. Some laws are folklore. Some are funny. Some are outdated but still fully enforceable. And they don’t disappear just because society moves on. Laws don’t auto-expire.

They stay in place until someone actively changes or removes them. Policy moves slowly, most bills die in committee, and even one small amendment can shape enforcement for decades. You don’t vote on laws directly. You vote on lawmakers who move them through committees, debates,

and votes before they ever become statute. It’s not magic. It’s process. And if you understand the process, you understand how to change the system.

those resources aren't optional. Budget conversations can feel distant, but they often shape what services are available locally.
