They don't overlap at all, really. SQL is a decent place to start, yeah. You'll wanna learn one specific dialect of SQL first, then you can apply those skills to other databases. PostgreSQL has a good tutorial series, and that version of the database is very popular.
It's tough to say. On the one-hand, a bachelor's degree will get your foot in the door at a lot of places, older companies especially, but CS is one of the few fields where practical skills-testing is a common part of interviews.
In that context, your best bet IMO is to go full-in on the system engineering side of things, learning languages like Bash and SQL, plus Docker and Kubernetes. That side of the tech sphere is a lot less impacted, mostly because it's just not as glamorous.
