I know this isn't what you asked, but for certain values of painterly, I might consider doing all the animated objects for a 2D game entirely in 3D these days, and doing 'clever shader magic' to bed them into the 2D backgrounds.

.. in some cases we would draw solid coloured rectangles and only store the edges as images. It seemed easier to solve the 'pack lots of art into sheets' problem than any of the other possible problems we could tackle (esp on PS3/Vita)
