Funny how "I'll take a quick look" turns into "hours and hours in notepad++"
Now that I know how to mirror the controls for cable component, I can simplify the face rig a bit. Less viewport clutter, less complexity. I'll take the win.

How do you animate wind?

Noise node! Use it to drive rotation axis of the control, adjust Frequency; Frequency Ratio; Depth Max parameters etc. Animate Time attribute.

If the rig doesn't have dynamics, bake the curve, paste and offset!

optional Normal constraint can be added but need additional transform for object up vector to get stable behaviour. Will be stable if you use free translate, but not if you try to translate on single axis.

each bangle is made up of 2x control_01 and chain_spring_01 (1 segment). 2nd control_01 can be child of chain_spring_*_loc (the tip), or use the tip for IK reference. top level control_01 is Geometry constrained to a proxy mesh using same skin weights as the arm.
