DevRel activities are also impacted by where in the product lifecycle you are: do you need awareness vs do you need to make your customers more successful. Growing product needs different activities than a mature product.
DevRel is most effective when it is part of the company that makes most meaningful decisions about product. For example when I was at Adobe that was Marketing; Google - Engineering
