Its a kit. You drop the batteries into the black casing. The two black halves then sandwich down onto the batteries with a few screws.

Correct. My newer Vellobike has the smart system, this one is a few years older just before the smart system came out.
It is plug and play. Thought I would need to cut and extend but it turns out there was plenty of wire tucked I the frame.

🤔 if I was still stateside I'd be in all the way. I think it would cost a small fortune to ship overseas. Maybe I'll reach out before my next business trip to the US, then I could intercept a package and bring one home with me in my luggage.
