The hybrid war label is a misnomer, its actual war. It is a war that is being waged by Russia, and with some attacks by Iran. And we need to mobilise against this. This could be done by reducing the number of visas issued to Russian citizens and diplomats. Every time there is a hybrid attack.

3/ The #CBSSecretariat drew up evacuation plans yesterday in case of a Russian invasion of a Baltic country. Given the massive number of refugees from any country invaded. Tooma says it's good that they are already considering this problem. He wants Europe to take threshold threats seriously.
