I'd disagree. I love VOY, but Kes was a major drag on the show IMPO (tho Lien is not to blame).
characters like Neelix (or Quark) are already difficult to get right, and the mix of the doe-eyed Kes and Neelix being so cloying made for a circle that's really tough to square.
