So I found out (one of many reasons) why Mario's 64 outfit in Super Mario Odyssey looked off:
Mario's forearms got deliberately shrunken down some point during the creation of this outfit, making them unusually short.
For comparison, these are photos of the armature differences between 64 and Normal

I think i understand it now.
