A couple reasons- First of all, someone may have already been trained with the clicker noise before this started becoming an issue. Second of all, the clicker is such a consistent sound at a specific pitch, it's going to be easier to train a specific response from it vs something like trigger words.
Adding onto this, there ARE safe workarounds if you want to use a clicker on your partner in a crowded space (with consent!!). The trainee can wear wireless earbuds connected to the trainer's phone, so you can use that without affecting others. There's NO excuse to use an actual clicker in public.
If you're using a clicker in public furry spaces "for fun", you are intentionally exposing a nerve in people that was supposed to stay hidden. People get trained with a clicker by a trusted partner, in their own private spaces. Don't abuse that knowledge just because clickers are easy to acquire.
