Looks like a male flower to me. It will pollinate any female flowers that come later. Look for a swollen uterus (I think that’s what it’s called) at the base of the flower.
I’m having a similar issue in Pennsylvania (zone 6ish). Zinnias that I’ve grown inside and transferred to the garden are doing well. But those that I directly seeded in the garden are struggling.
Congrats! I’ve been attempting to grow poppies from seeds this year. SO frustrating!
