马斯克之所以这么痛恨美国国际发展署这个外援、慈善机构，是因为它的监察长在去年5月宣布调查星链终端在乌克兰的使用情况，得罪他了，造谣、抹黑无所不用。现在国际发展署的工作全部被叫停，国会已批准的款也被非法冻结。很多落后地区的食品救济、传染病防治都依赖该机构，会害死很多人的。马斯克就是个恶魔。没人性的川粉人渣却纷纷较好，连美国每年拿出政府财政预算的1%做慈善改善美国国际形象，他们也认为是浪费，是“大撒币”，好像美国缺这点钱似的。其实美国政府给马斯克那么多太空订单，让他烧钱玩，才是大撒币。
