CBO estimates that the combined effect of Republican Medicaid proposals, allowing enhanced ACA premium tax credits to expire, and President Trumpโ€™s proposed ACA rules would increase the number of uninsured by 13.7 million. That would take us back to close to pre-ACA levels.
