Biggest factor is that they simply don't have enough people to affect more than a few areas - there are far too many polling stations for them to cover. If they try to cancel or suspend the elections entirely, that affects the Republicans just as much. It's not law, but logistics that prevents it.

The problem right now is that there is a lack of means (or will, from the Republicans) to *enforce* the rules in many cases. The solution to that isn't "we should also abandon the rules", but *we need a better way to enforce the rules in the future*.

The President doesn't actually have the power to appoint or remove the Postmaster General - that is decided by their Board (which the President does have say in), but his prime opportunity to reshape the Board also coincided with a "small" thing called Covid, making *stability* a higher priority.
