Dunno what to say, I know of families who had around 20 kids in rural areas in my country in post-war times, if you get that kind of mentality and Vulcan-provided medical aid that made sure all of those kids survived to adulthood and you keep at it for a few decades it could happen.

Further, I wonder if people would form families and have children more or less than they do now if their essential needs were guaranteed and society didn't force them to an inhuman schedule that robbed them of every second of time and ounce of energy.
