Remedies include new low income housing and treatment centers currently under construction, as well as mobile urban social service/crisis patrols. Still, some continue the disqualifying substance abuse.
Many circulate within the system if there are substance abuse issues, even with treatment and/or refusing treatment, and all agencies are overburdened/scarce. There have been more recent efforts to remedy this, fortunately.
