Cuomo has proposed a new law to means-test rent-controlled and rent-stabilized housing, which make up half the apartments in NYC.

It's a ludicrous idea – you can't bar the middle class or the rich from half of the city's apartments – but it's part of Cuomo's larger attack on rent stabilization.
