Nations are constructs of political power, not some manifestation of cultural totality. What kind of state is the UK? It ain't Cornish. It ain't Northern Irish. What of Spain? Are Catalans not Catalans? Are Basque not Basque?
"There was never an independent Palestinian state" is a complete non-sequitur. Not a single contemporary state that was previously part of the Ottoman Empire was ever an independent state, because that concept didn't exist prior to 1648, well over 300 years into the empire's reign.
