Hypothetically, in a functional justice system, I would think that the willful destruction or “loss” of evidence would work against the defendants though to your point, it does make it harder to prove intent and coordination to commit crimes.
Remember that most of those billions are not going to supporting the goons on the street nor the safety and security of US residents. The vast majority is going to private prison contract holders, Palantir, and the shell companies owned by Noem and other Trump loyalists.
