On the web page the ad points to, it shows you the breakdown of the new fees. If you take those "flat rates" for residential you find that the smaller your home, the higher your cost per sq. meter. The larger your impervious area (and presumably house size), the more you're subsidized.

Probably also DNS, HTTP, network troubleshooting, some Linux, and how certificates work.
