It’s tricky because analytically it’s important to distinguish intent and effect, even when practically they’re the same in most ways they matter. I think it’s plausibly in dispute that this was a double-tap strike even as in effect it could have been exactly as parents reported it unfolding

In the Caribbean, striking injured survivors after an initial strike. So it’s not outside the US repertoire. That doesn’t mean for sure they did it here. All that to say: yes, I could have been more careful here, & I want to note it. But I think the testimony of these parents carries weight still.
