Would you be able to share a sample file or data export that Steamworks produces? If it comes as a bundle or in a specific format, we could look into developing support for smoother export/import workflows. While the process would still involve some manual steps, it might be a bit smoother.
After a quick check, it appears that Steamworks does not provide an API to manage listing translations or achievement localisation.
